Do You Need a Permit to Replace Your Roof? Rules by Town
Short answer: Yes, in most cases. Replacing the roof on a one- or two-family home in these MetroWest towns generally requires a building permit from the town's building department, not just a repair. Your licensed roofing contractor normally applies for it. Fees, online systems and a few local rules, such as Needham's asbestos test, differ by town.

What Most Towns Ask For
Requirements vary, but the towns below commonly ask for the following when a contractor applies for a roofing permit on a one- or two-family home:
- The contractor's Massachusetts Construction Supervisor License (CSL) and Home Improvement Contractor (HIC) registration.
- A workers' compensation insurance affidavit.
- A debris disposal affidavit.
- The homeowner's signed authorization or contract.
- The permit fee, which is usually based on the estimated cost of the work.
Think twice before pulling the permit yourself. Needham's Building Department notes that when a homeowner obtains the building permit instead of a registered contractor, the homeowner loses access to the state's arbitration program and guaranty fund for home improvement contractors (M.G.L. c. 142A, section 1). Sudbury's Building Department also posts the state Board of Building Regulations and Standards' caution about homeowners pulling their own permits.
Don't See Your Town?
This guide covers ten MetroWest towns. If yours isn't listed, the basics are the same: the Massachusetts building code requires a permit for work beyond ordinary repairs, and your town's building department sets the fees, forms and local rules. Search for "[your town] building department roofing permit," or call the department directly.

Roof Permit FAQs for MetroWest Homeowners
Do I need a permit to replace my roof in Massachusetts?
Generally, yes. The Massachusetts building code requires a permit for work beyond ordinary repairs, and the towns in this guide (Natick, Wellesley, Newton, Needham, Sudbury, Weston, Wayland, Framingham, Dover and Sherborn) require permits for re-roofing or for anything beyond an ordinary repair. Minor patching may not need one, so confirm with your town's building department.
Who applies for the roof permit, the homeowner or the roofer?
Your licensed roofing contractor normally applies, using their Massachusetts Construction Supervisor License and Home Improvement Contractor registration. Homeowners can sometimes pull their own permit, but Natick's and Needham's building departments note that doing so means losing access to the state's arbitration program and guaranty fund for home improvement contractors.
How much does a roof permit cost in MetroWest?
Most of these towns charge by the estimated cost of the job, about $10 to $20 per $1,000, with minimums from $50 to $150. Sherborn charges a flat $100 for roofing. For example, a $13,400 re-roof in Framingham carried a $201 permit fee. Starting without a permit costs double in Needham, Weston, Wayland, Framingham and Sherborn, and triple in Natick, Wellesley and Newton.
Can I apply for a roof permit online?
In most of these towns, yes. Natick, Sudbury, Wayland, Framingham and Dover use OpenGov, Wellesley and Needham use ViewPoint Cloud, and Sherborn and Weston have online permit portals. Natick no longer accepts paper applications, and Dover stopped accepting them on November 17, 2025. Ask Newton's Inspectional Services Department which application method is current.
How long does it take to get a roof permit?
We did not find a published turnaround time for any of these towns, so we do not quote one. Timing depends on the town's workload and how complete the application is, including the contractor's license copies and insurance affidavits. Ask the building department for its current timing before you schedule work.
Does Needham require an asbestos test before a roof tear-off?
Yes. Needham's Building Department says that if you are removing any roofing or siding material, an asbestos test must be performed and the report filed with the Needham Health Department. Ask your contractor how they handle this before work starts.
What hours can roofers work in Natick and Weston?
Natick allows construction Monday through Friday from 7:00 a.m. to 7:30 p.m. and on weekends from 8:00 a.m. to 6:00 p.m. Weston allows it Monday through Friday from 7 a.m. to 6:30 p.m., and on Saturdays from 7 a.m. to 5 p.m. for interior work only that cannot be heard outside. Other towns set their own hours, so ask your building department.
Do I need approval if my home is in a historic district?
Possibly. Wellesley and Sudbury both have historic district commissions, and exterior changes such as roofing materials in a local historic district may need approval before work starts. In Wellesley, the Commission can issue a Certificate of Appropriateness, Non-Applicability or Hardship. Check the town's historic district map or call the commission before choosing materials.
My town isn't listed. How do I find out if I need a roof permit?
Search your town's building department website for its roofing or re-roof permit requirements, or call the department. The Massachusetts building code requires a permit for work beyond ordinary repairs, but each town sets its own fees, forms and local rules.
